Rainbow Dash is supremely confident in her abilities, so much so it's hard to tell any difference between it and outright arrogance. She probably showed up a lot of other children at flight camp just by being the best she can be, and not being modest about it. This could lead to other children pointing out every flaw RD makes, and since she seems younger than them that would be quite a few mistakes as she still learning.
Also, if they're not jealous then they're just the worse kind of bully. They like to pick on those who can't defend themselves against attack, like Fluttershy and RD about how she can't do another Sonic Rainboom.
Okay, that went on a bit. Hopefully I justified myself well enough.
AND OF COURSE they picked on Fluttershy and Rainbow Dash when they were foals, but does that make them the worst bullies??? Maybe. But the thing is not everyone is a bully forever! In fact most of the time, when they make up with someone they picked on, they stop being bullies! That is something called a 'phase!' It's like if you were into the Super Nintendo until the Nintendo 64 came out and you wanted to play THAT instead!
